The new deals will replace existing M&R arrangements which start expiring from July 2028. These were procures and 10 separate maintenance and response contracts across a dozen operational areas of the network.
The new arrangements will run for up to eight years, possibly split into two tranches with multiple lots.
This will rank it as one of the largest highways maintenance procurements ever launched, with a value estimated at £8bn and a possible extension to 2037.
M&R2 will cover cyclic and reactive maintenance, incident response, severe weather duties, operational roadside technology, and asset renewal works.
A launch event will be held on 18 September 2025, followed by a main market engagement session in January 2026. Tender notices are expected in July 2027.
